You gotta be kidding me!
My Windows 10 Pro machine will not allow me to format my micro sd card and I checked it is not locked.
When looking into this one option was to go into the Registry to reset the DISKPART utility so this can be done
or go into another section of it to adjust the policies. Anyway those instructions did not apply to win 10 so I was not able to do this.
Is there another (free) software that can easily do this? Need some good recommendations.

have you checked your admin status?
Is this a large SD Card? Are you trying to format as FAT32? This might help
ushere - Yes I have the word "Administrator" under my user name. Have you tried formatting a 32 GB micro sd card that has had previous files deleted off it?
david-tu: It is a 32 GB card. The card format is fat32. It says it is write protected.
I can try to format it in my Canon Powershot and see if my new DB 5000 sportcam will read the card then.
YES! That worked. Using other technology to do what windows cannot easily do. I ran a complete 1 minute test film, save to Pro 14, render to internet 1080 and playback was fine in POT PLAYER.

only ever formatted new cards under windows - generally simply reformat used cards in camera

I normally format in camera but needed SDFormatter when helping grandchildren with Raspberry Pi.
ushere: Thanks, the DB 5000 cam did not seem to have a format option.
