How to Deinterlace Interlaced Footage: Definitive Answer

I want to deinterlace interlaced footage. Certain steps confuse me.

1) When I capture interlaced footage, does Vegas 4.0 automatically interpret it as interlaced and automatically set the project property to LOWER FIELD FIRST?

2) If I want to deinterlace, do I manually change the project property setting from LOWER FIELD FIRST to NONE - PROGRESSIVE SCAN? (I already know to change deinterlace method to BLEND)

3) Now, if I deinterlace on the timeline (as in #2) do I also need to deinterlace when rendering (go to CUSTOM SETTINGS and choose NONE - PROGRESSIVE SCAN)?

4) What will happen if I don't change project properties to NONE - PROGRESSIVE SCAN but still render as progressive scan?

ALSO... Do I need to deinterlace footage shot in frame mode with the Canon XL1s? Will deinterlaving the frame mode degrade the image any more?

Questions first, then answers:

1) You have shot/capturedinterlace footage, correct? Or is there a mix of interlaced and frame mode? Makes a difference.

2) Your delivery formats are...?

3) You want to deinterlace because...?

Interlaced isn't bad- tons of great looking stuff is acquired and delivered as interlaced. FAKING progressive is in most cases worse than staying interlaced all the way through.
