The Magix "render as" .mp4 templates are suddenly missing from the list in V16 424. Any way to recover them short of a reinstall?
I assume you closed VP, shutdown and rebooted, then reloaded the project everything
A reset/clear cache is an option but that would reset most of the custom user settings to default.
A reinstall should maintain most of the user settings, so I would try that before reset.

Yes, I did the shutdown, reboot, reload thing. The strange thing is, the issue was related to only a single project. I loaded another project from the list from the same concert and the Magix settings were again present. While that project was open, I selected the problem one and it opened with all settings now visible...saved it again, shut down, re-booted, started Vegas and all was well again. All project properties and media were the same between them, so I'm still wondering why the settings disappeared on one of them; but fortunately, it's working now and I was able to render to the Magix internet 1080p 59.94 .mp4 file format.
