It does not work like ACID.

If you check early articles, Envelopes are kept in sync with
time not with an event.

The inability to tie envelopes to events is pretty much the only
thing I hate about Vegas. If I could even just copy and paste
envelope information would be a help.
S.F. folks: Is this a possible future upgrade?

There has been a lot of comment about event-based envelopes and we
are considering adding this feature for the next version of Vegas.
Currently you can add fade-in, fade-out, and overall level
adjustments and they will track with the event when you move it.
