I'm a little out of my element, since I'm here in NTSC land, but I think European DVD players can decode NTSC DVDs. I know for a fact that the reverse is not true, however.

Yes european players can decode NTSC, but if you don't have a multistandard TV set you can't view the DVD.

You must make a PAL DVD, first make a Pal mpg2 and after make the PAL DVD.

Thanks. Can I burn the PAL-encoded X_TS folders onto a DVD disk using a third party tool such as Roxio's or Nero's or do I need to use DVD Architect?

You can use every burning software capable to burn DVD.

I might be wrong but I believe that most reasonably new PAL TV's are multistandard, i.e. they can playback NTSC. I know for sure that my TV is multistandard. I have the Three Kings, Region 1 (my DVD is region free), NTSC DVD and it plays without any trouble.
