I have an XML file that came from a website called https://videosilenceremover.web.app/. This site removes silent areas from videos. However, when I try to import the file into my Vegas Pro 17, nothing happens. Is there any way I can import this XML file into my Vegas?

It is usually imported from DaVinci normally (but does not recognize all attributes...).
Can you give me the file, see the contents?

I think its not good format file, check it.

And then path: "...<pathurl>file://localhost/C:/001 poppy playtime charpter 2 VOZ DO EDUARDO COM AUDIO DO JOGO.mp3.mp3</pathurl>..." - in your file. Is correct?

You definitely want to get rid of this in your file paths:

file://localhost/

I didn't download the file to see what format your numbers are.

If you have a different export option, you might try that.
