Launching flips the audio setting

Can't launch the software without the audio turning on white noise masking. Always have to go into PC audio settings to turn on audio enhancers. What is up with that??
running Vegas Pro 19 on a Asus Vivobook Win 11

Do you by any change have Sound Forge Audio Studio installed? SFAS installs the Magix Low Latency 2016 driver has been known to produce white noise and screeching in SF and Vegas.
I would first try resetting Vegas .
