Save the text blocks as presets into collections with the time of the entire event.
For example you have a block that reads “bigger is better” and another block that reads “45 days of entertainment”
Save individual text blocks with the time reference that’s = “bigger is better 010” = 10 seconds and “45 days 060” = 60 seconds
Create a new PTT text event longer than the longest saved preset say 120 seconds = length of entire new text event. Import the text collection bigger is better 010, slide the left or right timeline corner to 10 seconds = original text length because it will be imported to fill new text length of 120 seconds
Import 45 days 060 from collections and do the same now you can slide them over or under to whenever you want them to appear in time.
The order ranking from top to bottom of text blocks is not important because the time is the factor. So simply slide the events when you need them to activate on the PTT timeline
It would be UBER Grand if it we had a sync to cursor but alas…PTT is awesome worth getting the feel for.

I am needing to change the layer of two text blocks for color reason. Here is what I mean. I have set the first text block with the text color and background color that is desired. Subsequently I created another text block that is larger then the first with a different background color. The background color of the second text block effects the text color of the first text block. Thru trial and error I found that had I created the larger text block first and then the smaller text block second the background color on the first/larger text block would not effect the second. This tells me that subsequent text blocks are positioned on top of previous created text blocks. Therefore I wanted to know for future design if there was anyway to reorder the layering of text blocks.
You can create a text block and fill it with just spaces and set the background to a color. Then add another text block for text. This would eliminate having to create another track just for a background.
My original question was how can you change the layer of multiple tracks within PTT. I have found an easy workaround for this: save the tracks as collections and then recreate a new title using the saved collections in the layered ordered needed.
Yep that’s exactly what I was saying but what you are not taking into account is it will import to fit current text time not original saved time so save the collection with the time . and reset time = squash or stretch to fit original time . unless of course you have a brilliant memory and can remember all original collection time presets
