I thought I'd share an easy fix for a frustrating problem that worked for me.

A one hour DVD was skipping, or hanging for an occassional frame. Looked horrible! The original video was fine.

I switched the project properties to BLEND instead of INTERPOLATE, re-rendered, burned...problem solved!

The issue is repeatable in my workflow. Not sure technically why Interpolate will not give me a smooth render...perhaps greater minds have the time to ponder.

In a new Vegas 11 project, it defaulted to blend fields. I wonder why the difference?

I think the default is Blend, but sometimes people switch to interpolate for better timeline performance because it's less CPU intensive.

Interesting that it would make a difference in final disk playback.

I don't see how it could make any difference in playback. You say this is repeatable? Is the disk hanging, or is the video file itself stuttering?
