Sound effect will not stay synced

I have a video segment of a photo shoot that is 10-12 minutes in length. I have inserted images in the video overlay track and I have inserted a .wav of a camera shutter onto the Sound Effects track. When I finish, I use ctrl-A and then create a new group locking everything together. I then Save the project. When I reopen the project, the sound effects are out of sync by as much as a full second. I have removed the sounds from the group individually and repositioned them one at a time, and then regroup them one a a time. I then Save the whole thing again.
But the sync is lost when I reopen it.
What am I missing here?

Judging from the lack of response to this problem, it is apparent that no one else has seen it or I was all wet. It turns out to be the latter. The issue seems to be one of resource capability. If I was in the "playback" mode, the computer was enough
behind real-time that the "shutter" clicks were always late. However, if I stopped, repositioned the cursor ahead of the event and ran it again, they were ok. Further investigation revealed that this also happened to some, but not all, transitions. I then proceeded to render the project, put it on dv tape, and the outcome was
great. The shutter clicks are right where they should be.
