Vegas 4 instead of VF2

Does Vegas 4 + DVD have the Pro MPEG2 $100 encoder included w/ that package ?
If it does , it seems to me that is the way I'll go , since I need that to do timecodes anyway.

Yes, Vegas 4 + DVD comes with the "Pro" MPEG2 encoder.
