How to use the loudness meter for a EBU R128 mix?

Hy guys,

it's all in the title: how do I have to use the loudness meter if I have to deliver a Mix in the EBU R128 standard?
What's the process?

You add or decrease gain so that the whole audio program is -23 LUFS +/-1, Integrated.
If the program is already normalized to ATSC A85 (US), it should already meet EBU standards.
