  I'm not sure what to say about the regions incrementing, but this is normal behavior and shouldn't create any issues. For motion tracking being linked to each other, you seem to understand that you need to create new regions to create new tracking

  Done in Vegas Pro with 3D Track Motion long before version 20. Not sure about your version The OP has posted in the Vegas Movie Studio section. My VMS17Platinum only has Position, 2D Shadow & 2D Glow.

  I imported the Photoshop image and put it under the VEGAS one, lined them up and it's exactly the same size. To move the small image around freely now, use track motion (track level). Consider adding "disable resizing of still media" to the feature

  Here's the final result. The first 5 frames are messed up, and there's a little bit of video to the right of her that didn't get properly masked out, I could easily clean that up by refining the smart mask or just masking those areas to her right

  You could also get some fish footage, (since your example is fish) and motion track a fish, and then use the motion track data to animate your figure. There's probably a lot of clever ways once you dig down a bit.
