You have a few options

1. use NewBlue morph transistion
2. place the videos on a separate track each . overlap for the morph bit .copy the bottom morph piece only of the video to a new top track then on the top track select displacement map and set for the morph

Why not just get one of the free morphing programs such as WinMorp. OK, it doesn't run in Vegas but it's free and written by Satish. The only problemo is it only works with stills.
There a morphing application MorphMan 4.0 which does handle video for $100.

NewBlue's Liquify is nothing like a morph, there's no way to track features. I think it uses a basic displacement map.

There's a good tutorial on Creative Cow that explains how to do a morph in AE using the Reshape Filter. As Cris Zwar points out to get a half decent morp the footage needs to be shot on green screens and if you want a Terminator quality morph you need to do it in a full blown 3D application. If it's only a face then a 2D application should be fine.

If you don't have green screened footage but the camera was completely locked off and you have a clean background plate then you might still be in luck using a difference mask to isolate subject from background.

It says it will do video morphng, although I have not tried that aspect of the program. It works great on stills!
