I assume you mean the application's interface background. I have VP8 and as far as I understand, something like that is in VP9. I certainly would prefer being able to bring everything down to dark gray or black with white or light colored text -- not just because it is easier on the eyes, it's also a lot more "movie theater"-like.

Other NLEs and such give that option from what I've seen in screen-shots and tutorials, i.e. FCP, AE.
And, hey...

One can "dim lights" when viewing video at HULU.
All NLEs should have its equivalent too :)

I don't think it's adjustable, but yes, in VP9 the interface background is darker than it is in VP8.

The only adjustment I'm aware of is Options-Preferences-Display. Uncheck the "Use Vegas color scheme" box.

Vegas supports windows color themes. So, I'm assuming you'd want all your windows theme supporting apps to be ~the same brightness (wouldn't make sense to want your file manager windows full bright & vegas darker if the brightness bothers the eyes). So, just change the "3d objects" color to whatever you want. Maybe you light green...

Or maybe you really do want that darker shade. ;) :

Certainly other apps have a more professional look to them than Vegas which looks a bit dated with square corners etc.

Not only should the interface be dimmable but also some form of highlight to serve as a very clear indicator of which pane has focus. Would be nice to have a harmonised plugin interface as well.

Perhaps the porblem is that the other apps run their preview monitor etc as video overlays so dimming the GUI doesn't affect their preview monitor(s).

Still I'll gladly forego all of this for more stability and a smoother GUI. Trying to drag long XDCAM EX clips from the Explorer or Project Media panes is a right pain. Worse if I get impatient I can end up locking Vegas up and have to kill it and start again.
