2 shaking still image

I have two places on my production where I have frosen the footage to stills.It looks well on the VV editing and also after rendering it to tape.But after burning the images are shaking in a left right direction.
Is there any way to correct this?

I'm only guessing here, but it's something to try anyway:
If the footage is interlaced, maybe you've frozen the "wrong" frame. You could try to shift it just one notch.
Also - you should select force resample and reduce interlace flicker.
