ABSOLUTELY, and if you have 3.0 it'll only cost you $150 and I've read here if you recently purchased the FX plug-in, SoFo will give you a break on that $150 if you call them. For me though, it would have been worth $199.95 but don't tell SoFo : )

The new "sticky" prerenders (ones that don't seem to accidentally go away every time you blink), and the ability to take prerenders and assemble them into a SINGLE .AVI file, alone, make it worth the price, to ME! I am ALWAYS using Print to Tape and getting the prerenders ready so that when the project is finished there is almost nothing to do but watch it play out to the tape.
Well, as a professional the color correction alone is worth the upgrade. But if your happy stick with what you have, I am useing the demo of 4 and waiting on the package to arrive in the mail. Haven't even opened 3 since I downloaded the 4 demo. It's hands down a better program and the DVD end is outstanding. But hey thats just my opinion.
The frequently overlooked scripting language makes it worth every penny. With some help from SonicPJM, I have been able to create three scripts which will save me a ton of time editing a weekly project. Scripting is GREAT.
