You should be able to have any mix of source media sample rates and bit depths (and file types) on your timeline - they should all convert on-the-fly to the project settings, and preview happily together. Have for me since V2 thru V11 .....

Maybe one of those files is actually corrupt in some way ?

They must be corrupt, I got them off an old sound FX CD.

If either file was corrupt, then it would not play regardless of the project settings.

Try this:

In preferences audio devices, turn off track buffering. Do the files play? If not, turn track buffering back on.

Select each file in Vegas' explorer. What does the media info tell you about each file?

i tried turning off track buffering and it seems to solve the issue. What's going on here? Are there adverse side effects to turning of Track Buffering?

If you have SF-Pro, change the extension to < .raw > and try to open in SF. I do this frequently when I encounter problematic files and nine-times-out-of-ten, the file will open, which then can be re-saved.

Shouldn't make a difference - works either way on all mine. I'd guess there is something wonky in the old FX CD wavfile headers.
