5.1 DVD and audio?

I have 5.1 files client has sent me (6) in all and the two stereo tracks. Do I have to make a seperate stereo track as an AC3 then a seperate 5.1 track as an AC3 and then when I author the DVD make it so the user has an audio setup menu and they can decide to select 5.1 for their audio?.......Otherwise the stereo track would play anyways if they don't select to change their audio settings?

I may be off base here, but I don't know that there is a need for both. Using 5.1, between the DVD player and the receiver they'll play the sound according to the system--stereo or surround.
