DVD-A can't burn a CD. Why not, is kind of odd since most DVD authoring software can.

What you probably want to try is making something called a SVCD or a XVCD. Many DVD set top players will play them. Both use MPEG-2, but at lower bitrates than DVD. There's several templates in Vegas. While you can burn one from Vegas, no menu system. So a better choice is to use Nero or something like Ulead's DVD Movie Factory which also does CD's and you can add a menu system similar to a DVD.

If you haven't already visit here: http://www.dvdrhelp.com/

Tons of stuff on burning CD's in those formats. Nice forums too.

It gets to be a format/bitrate issue. If you don't have a DVD burner but do have a CD burner like I said, either a so-called "super" CD (SVCD) or a none standard (XVCD) is probably the way to go.

AFAIK what happens both when you burn and attempt to play a disc the hardware in the first case is putting information in the disc's header that says its either a DVD or CD based on the blank mediia you use.

Your DVD player reads this header infomation and acts accordingly. So even though you only have a few minutes worth of material that may fit on a CD at some ultra high bitrate, the DVD player will treat it as a CD expecting a much lower bitrate. If I remember right a DVD also spins at a much higher RPM when its playing compared to a CD.

I never tried to put 8 MPBS on a CD. Perhaps someone here has or someone over at the DVD Help forum. Even if its possible to force it to work, if a demo, you may very well open a whole can of worms that's only going to reflect negatively on you if you send out a bunch of demos and hardy anyone can play it.

So if you don't have a DVD burner, don't want to get one now, you're better off making the best quality SVCD you can. That's what I would do.

I wouldn't even recommend doing SVCD if it's important that the disks play widely, because even some current DVD players don't play SVCD, but only VCD.
