A program for DV Sreaming capture?

I need to capture some analog footage. My camera has analog to DV streaming capability.

The problem is that capture program supplied with Vegas 4.0 doesn't support this kind of capture.

With what capture software can I do it?

I think you mean YOU think it does not. If so then you are incorrect. You must go into options>pref>and turn off device control. How in the heck is Vegas capture going to know you don't want to capture from tape? It is smart but not a mind reader. Maybe doing a search or reading the manual would help?
