Do a websearch on "BeSweet" which is a program enabling conversion between many different audio formats including WAV and AC3.

I think actually there are many such programs, but I know BeSweet is one. See for example http://www.doom9.org/software.htm#audio

If you don't need to do any further editing, how about copying from the DVD in a DVD player connected directly to a VHS deck? This seems like the simplest and fastest option to me. You won't gain any quality by going back to AVI in between.
