AC3 Encode (1/0) gets re-encoded by DVDA?

My goal is to produce a DVD with an AC-3 track that is just mono/center speaker.
I set up my Vegas file as a 5.1 project and pan the audio to the center speaker.
When it comes time to render I go into the AC-3 properties and set the surround channels to "1/0 (C)". That all works fine.

Next, I go into DVDA and import the video file and it automatically includes the .ac3 audio. When I check Optimize DVD it tells me that it's going to re-encode the audio. And it does, too.

I trued this with "3/0 (L,C,R)" and DVDA does the same thing. What am I missing?
