AC3 volume is lower

Ok..I found a download called AC3 filter and it does make my WMP play AC3 files. But..they play significantly quieter than the wav version. I figured it was the dailnorm settings but I get the same quieter sounding file if that is set to -1 or -27.
Anyone know how one gets the benefit of AC3 file size without lowered volume?

Change the dialog normalization to -31

On the PreProcessing tab, change both the Line mode profile and RF mode profile to NONE.
