Try adding a video track above the one you're working on. Then right 'click' on that new track and choose 'generated media'. You could choose a solid color or you can make your own shade if you use the' text media' option. (just erase text) Stretch your color along the timeline of your video to cover the video you want to change. Right click on the 'color' track and then add a video envelope (Composite) A thin blue line will be added to the top of the 'color' track. Add a 'Point' to the beginning area that you want the tint. and bring the composite line down until you acheive the level of color you want. If you want it to slowly change, add a point at beginning and keep composite at 100 and put the next point at the maximum level of color and the composite line will slowly go from top to bottom and color will be added as it goes down.
