Yes. Neon includes that tool. It has an option to add an effect but ONLY to the same media as the first selected clip.

You may also be able to accomplish your task by adding it to the clip in the media pool as well.

Ed, when I tried it with Neon, it applied the color correction to the first instance of that clip only and not the rest. I tried it with the box checked and unchecked. Same results. What am I doing wrong?

BTW I tried to apply the effect to the clip in the media pool and it didn't work. I kept getting the no can do circle with the line in it.

Select ALL events on the track then run Neon beginning with the first event from that particular media. Check the box to only effect the same media as the first clip. Then it should do them all at once.
