Create a graphic in any image/photo editor that is the size of the output frame (655x480 or 320x240, for example). Place the logo the size you want it to be inside that image. Set the background to be transparent and save it as some format that supports transparency such as .gif or .psd. Add this graphic to your project on the topmost track. Right-mouse-button click on it, go to properties / media and set the alpha channel to be premultiplied. You can also drop the opacity of the clip slightly if you want it to be partially transparent.

You must add a separate video track - you could use the default 'video overlay' track for this as well - and then put your logo+text in it and make this event as long as your movie.
