Adjusting audio for 2 mpg files

I have 2 mpg files that I have added to my timeline. They are on different video tracks with the corresponding audio. The volume on one of the audio tracks is very low. When I adjust the volume up for the low track, the other audio track is too loud.

How can I adjust both audio tracks so the volume is even when they both play? I have sound forge installed with svms12, but I tried to click on the low volume track and open sound forge but the track does not appear.

Each audio track has its own gain control.
Each audio event has its own "Normalize" switch.
Adjusting the gains independently is a snap.

Sound Forge has an "RMS Normalization" filter that is more effective.
