Are you sure those FX's are licensed?

The bundled ones of Boris are not all licensend and at the end of the installation the install has asked you to delete the ones not licensed, but maybe you did not?

when I bought Vegas 16 pro suit I received a message from magix: " The following products are available to you: Boris FX Sapphire Lighting Unit
----------------
Serial number: xxxx-xxx...….. "

I think I received licenses from magix.

Yess, no problem but I tried to tell you that with the install file you installed a lot more than you are licensed for.
You can use them for trying out of have to delete them at the install where you were asked so to do and you did not.
Try again to install them and be carefull before ending the install program untill you see this message

MAGIX's website re Vegas Pro Suite states that included in the suite is the Sapphire Lighting Unit. This unit is one of 8 units available in the complete version of Sapphire. If the FX you are trying to use is not one of the FX within the Lighting Unit, then unfortunately those FX are not available unless purchased separately.

what is the cost of these additional effects and where is it bought?

...where is it bought?

https://borisfx.com/

You can opt for additional units or the Sapphire Complete; however, please note that it is a subscription buy, but unlike some other subscription buys, access to the product does not end when you stop subscribing, though you then just can't get updates and support after the subscription period ends. Just buying units has much more limited upgrade and support than with the complete version.

It is also worthwhile noting that others on the forum have experienced problems with compatibility between Suite Boris units and the complete versions of Boris products which apparently don't co-exist well. On the other hand, getting Sapphire Complete or Units (OFX in both cases) opens the availability of that product to other NLEs such as Resolve.

I should note that I do not have Sapphire but do have Continuum OFX and Mocha Pro OFX.

Also, FX that come with Suite version often are locked to that NLE version and often won't be accessible on future versions of that NLE; whereas purchasing an OFX from Boris (or many other FX companies) will mostly continue to be accessible in future versions of the NLE (assuming that OFX criteria does not change to the extent that it disregards earlier OFX programs).
