AMD dual core processor and SVMS

I have a new machine as follows:

Asus A8N32-SLI-Deluxe motherboard
AMD 64 x2 4800+
2GB RAM
2 320GB hard drives in a RAID 1 array

I'm running the Cool 'n Quiet driver which is supposed to reduce processor speed as necessary to keep the computer cooler and thus the fan speeds decreased.

I ran SVMS for the first time on it tonight. The editing went great but I noticed when rendering that the CPU cycles were sitting around 1000 when the chip is capable of 2400 cycles. As CPU intensive as rendering is, I was wondering what was going on?

The the video card's GPU actually do the rendering?

I also noticed the frame numbers whizzing by and then just stopping for a short time. Then they would whiz by some more and stop, etc. What's up with that?

With a machine of this caliber, I would have expected not to see any pauses of any kind.

Comments or ideas?

The GPU is not used at all.

Some output formats gather an entire GOP and work on them together. I've seen the frame activity you describe with MPEG and WMV quite often. The GOP is scanned rapidly, then Vegas spends a moment rendering it, then moves on to the next GOP. So there aren't really pauses, just cycling of activity.
