I cannot answer the whole question but just the other day, I made the gray sky into a fairly blue one. I used the secondary color correction for this effect.

I imagine "we" can do everything that they did. But "we" need the knowledge (not just about Vegas, but about color adjustment) and the patience necessary to do so.

Personally, "I" don't have either just yet. ;-)

When I use Magic Bullet with After Effects, they have a preset called BISTRO. I'm pretty sure it was based on the Amelie look.

But remember... a "look" isn't always just a preset filter...When they made Amelie...every factor was pre considered from art direction, cinematography, lighting, shot design, lens selection, etc.

We can do some cool things with Digital Video, but for truly great stuff like Amelie, you need to learn photography and lighting first. Lot's of people have forgotten those basics...
