These are tools for creating masks. When you open the pan/crop window, the default is set to position--normal pan/cropping. If you select mask, then the anchor creation tools became available. Through use of these anchor points, you can "draw" a mask around an object, select its properties (positive/negative) and specify feathering characteristics. It's a very useful tool for hiding or revealing parts of an image.
