Animating FX events with keyframes - not working for me

I have pro 19 I have watched several tutorials that show that you click on FX event / select effect. (or drag the effect into your clip)
and then from the fx controls click the animate button (should it be blue or red?). Then it opens the keyframe timeline with is similar to the pan/crop timeline...only I can't choose slow, smooth, fast, like the pan/crop. So I set "first keyframe" at the start of the timeline. (say I'm using the effect "add noise") and I want to start on the beginning of the with no noise and then slowly increase the amount of noise (or it could be brightness or defocus etc) clip then I move the cursor to the middle of the timeline and increase the level of noise at the next keyframe. When I play it I don't see a slow increase in level of noise...the noise is there from first keyframe to next or last. Also when I drag the keyframe cursor I know you should see the level indicators increase as it moves to the next keyframe....but nothing happens. What am I doing wrong? In the tutorials that I am seeing the fx keyframe timeline looks a bit different than later versions like mine. Also the way to animate FX events looks a bit different.

Any help would be appreciated as this is one of those things that I've spent too much time trying to figure out. I've done it with Vegas PRO 10!

@popfizz Hi, the Animate option in Noise makes the noise flicker or not flicker, you need to keyframe the Noise Level,

I did change the noise level. What I did not do is have all the settings correct...so I copied your very helpful image......and it worked. Nowhere that I found did it show the right combination of settings to make it work. Now the levels move as I drag the cursor. I know that this will work with any effect. It was a matter of having some of the buttons red when they should have been blue possibly.
Should have posted this earlier. Not one tutorial shows this clearly on youtube. They have older versions and some of the controls have changed.
