Right click on the Vegas desktop icon and select Properties.
Make sure Run is set to Maximized.
edit: Properties is under the Shortcut tab.

Well, it didn't work. Acid Pro 5.0c, Forge 8.0b, DVD-A 3.0b all open full screen and the "nornal" is selected in properties. V6.0b, and CD-Arch 5.2 open smaller screen with all clean installs many times. Doesn't matter what screen size is selected they open the same. Also V6 and CD-5.2 do not recognize the Plextor 716A writer. All the others do including Power DVD and Media Player 10.

I had the same problem with Vegas6 and DVDA3 recognizing my Sony DL DVD+-R/W drive (Vegas 5 & DVDA2 did), but after a visit to the website and a firmware upgrade, I have had no problems. See if upgrading your firmware will make a difference. If not, use Nero to burn.

In most Windows applications, this works:

1. Make the application full screen.
2. Press and hold the shift key, and then click on the "X" in the upper right hand corner to close the application.

Re-start the application, and it should open full-screen.

If that doesn't work, repeat the above, but in step 2, press and hold the Ctrl key.

Found the problem. Matrox video software controls each application and have to enter the exe opening file into the "add" file of the Matrox software to get it to work properly. Not sure I care for this. The Matrox video software blocks the "XP Pro" software.

I've got ATI here at home, Intel graphics at work, and Matrox at church. In all three places the SONY applications open up the way they were when i closed them. If i close a program in full screen, it reopens in full screen. Actually, about the only exception to this is MSIE, which always opens in some weird size and location no matter how i closed it.
