Applying Non-realtime effect to a time selection

When I make a 'time selection' and select a particular track, Applying an effect in non-realtime appears to apply it to the whole track. How can I make a permanent change to a small section of one (or more) tracks ?

I'll give my best shot at this, although I am a "newbie".

My understanding is that you can apply FX only to events, whole tracks, or entire output, but not to a time selection. So, I would suggest splitting the event at the start and end times, leaving you with a new event that covers the time you are interested in. You should then be able to apply an FX to this event.

Or you can apply to the whole track, but keyframe the effect for a short portion of time.

You can render the time selection to a new track (CTRL+M) and apply the effect to the resulting event.
