Since it's not in the Vegas Help, and it took me some time to figure it out, and I didn't find specific instructions via forum search, and my eyes get very tired starting at bright white LCD panels for hours, and I wanted to gray them back somewhat using XP Themes, here's what I did.
Right click on the desktop. Select Properties. That's a quick way to get to Display in the Control Panel.
Under Themes tab, select Windows XP.
Under Appearance tab, Select Windows XP style, then Advanced.
"Advanced"--via the "Item:" pulldown--allows you to modify individual aspects of the GUI.
Of special interest are "3D Objects", "Menu" "Application Background" and "Window".
Text size, color and boldness are modifiable.
Be prepared to take some time experimenting. As usual with Microsoft, things you think you are changing don't and what you want to change is either not modifiable or under a really weird heading.
When you get it the way you like it, get back to the Themes tab and Save As whatever you want to call the theme--"Vegas Gray" for instance.
