You can't make a text border, per se, in DVD Architect. You can approximate a border by turning on the text shadow, and adjusting the amount of blur. Also, you can play with the X and Y offset values to come up with an effect that looks good to you. The shadow option is invoked by the "S" icon in the text options menu bar underneath the preview window.

If you want an actual border, you're going to have to create the text in another application and encode it into a video, which can serve as the menu background. This can be used with various highlight techniques to appear as menu text generated by DVD-A.

Outline text is possible in Vegas. I use black outline with yellow fill for my subtitles. I wish it was available in DVDA as well for the menus. The shadow option with normal font doesn't work as well as outline fonts when you are putting text over a complicated background.
