Audio being goofy

I created an NTSC 29.97 Widescreen DVD project and imported an MPEG video stream file made in Vegas using its NTSC Widescreen DVD Architect preset. Strike that.. I first went into the custom settings and changed it to a fixed 9.8mbps data rate.

Then I separately created a stereo AC3 file at 384k. I brought them both into DVD Architect, built and burned.

I put the disc in my home player and it works fine except if I manually skip to another chapter mark, it will play with no audio. Audio wont resume unless I pause it and hit play again.

Any ideas?

Why have you bumped your data rates up so high? Many players are going to have problems reading a burned disk with high video/audio rates. I'd start by dropping your video rate down to something reasonable like 6 Mbps - it could be that your player just can't sync things up again after a chapter skip with such high data rates.
