-6 on peaks for editing, and then push to -3 if you don't have other events taking place around the dialog that you need the extra range for. Personally, I generally push hotter, and have only had 2 tapes returned in the recent years.
I use the iZotope Ozone to push/pound on levels. I also use WAVES UltraMaximizer.

From reading Jay Rose's books, it seems like:

Digital formats:
peaks should never exceed 8dB over tone.
-12dBFS tone for consumer formats like miniDV
-18dBFS for PAL
-20dBFS for pro video formats like DVCPRO, DVCAM, digibeta

Analog formats:
peaks shouldn't exceed 4dB over 0VU tone.
