When I record audio tracks in Vegas, the waveforms that
appear are not centered on the horizontal line. Does any
one know why this might be happening?
Also, the noise floor seems much worse(-25db) than in other
sound editors I use.
Any thoughts?

From your description, sounds like a DC offset problem.
I guess I need a better description of "not centered on the horizontal line".
How are you measuring the noise floor? What auido hardware are you using?

The waveform appears to have more data below the horizontal line than above, as
if the center of my waveform lies somewhere underneath the horizontal line. I
have always heard that this situation was a result of a DC offset, but I didn't
want to assume. It doesn't appear that this software has any of the analyzing
tools like Sound Forge. Am I right?
The machine is a pIII 500 with a winnov video card as the audio card.

No analysis tools like Forge. I'd be curious what Forge says about the DC
offset if you load a Vegas recorded file into it.
