You can convert to ac3 using vegas or let dvda do the conversion.

When you add audio to the menu, make sure to specify the menu duration.
dvda will create a video and audio file for the menu duration, so by adding audio, you also add video at a default 8Mbps! If your menu is static, reduce the menu bit rate in the optimize.

MP3 isn't supported by DVD spec so perhaps DVD-A will be encoding it as PCM (.wav) audio. WAV is about 1600kbs so it will take up a huge chunk of your available space on the disc.

As suggested encode as AC3 audio & don't have menu bitrate for video unnecessarily high.
