Audio velocity envelope

I want to speed audio, possibly in a keyframed manner.
My goal is to take a 1Hz heart beat and fasten it as if getting excited to ~2-3Hz.
How do I do it.

Open up the audio in Sound Forge and use Effects / Pitch bend. This is about the closest to an audio velocity envelope that Sonic Foundry gets.
