There could be more reasons than this, but normally most video cards and audio cards seem to work independent of each other and will not keep in sync for more than a few minutes. You could put them back in sync, in Vegas, but it's something you'll have to do everytime and it could be much easier. Everyone or almost everyone here agrees that the only real way to transfer your video projects is using a firewire connection (1394 IEE) This automatically keeps video and audio in sync. For hours if you want. You should get a firewire input card (ask here for recommendations) and either use something like a Canopus ADVC 300 analog/digital converter or a Digital Camcorder with "Pass-through" to transfer your material to your computer.
You would need to bring in your tapes as an .avi file. This way you can edit them. Once edited, you can render them into mpg2s and then make them into DVDs. Your audio should be set for 48,000 Hz, unless Pal is different than I thought.
The way to sync the stuff you've already done is, 1st line up the left edge of the Video and Audio so they are exactly even (zoom in, if you have to). Now go to the end (far right) of the audio track, put your mouse icon right on the bottom right corner of the last frame and left click, while holding the "Ctrl" button down and the left mouse button down, you should see a wavy line under the frame. Drag the audio either way, until it's in sync (this changes the length of the audio without affecting the pitch). It will take a while to get it right, but just watch in the preview window until it's in sync. (check beginning and end, then watch the whole thing to make sure it's in sync the whole way through.)
That's just a brief description, but it should help.
