Every single new layer I make adds the same effects, I have to manually delete the effects every single time. Anyone know why this is happening? This is been happening for 3 months, only just starting to become really annoying.

You mean the audio tracks?
Three of the standard fx are added here by default, but they do not do anything before you touch the adjustments. So you can just ignore them.
If you want to get rid of them, anyway, you can delete them and then right-click the track header, select "Set Default Track Properties" and click "OK".

I was talking about video tracks, but I found the same option for video tracks. Thank you.
