AV sync - millisecond offset posible?

I have two files, one video, and one audio. They are out of sync from the beginning (350 ms). I know that I can adjust the tracks before rendering the final file, but I only seem to be able to adjust it "per frame" and not on the millisecond level. I can see the millisecond offset in the ruler, but how do I adjust the audio to add/delete the necessary gap?

Under Options, turn off "Quantize to frames". I would suggest that you move the audio track instead of the video track. If you're going to do more video editing after synchronizing the tracks, then turn Quantize to frames back on.
