AVCHD bit-rates

I have Sony A33 that shoots 1920x1080 AVCHD at 17Mbps. I am trying to create a Blu-Ray with Vegas Pro 10. I am using "Sony AVC" template, but I've noticed the option with the highest bit-rate is "1920x1080 Blu-Ray at 16Mbps". If I press "Custom", I can raise the bit-rate to 20Mbps.

Both options will re-encode the original AVCHD footage. My questions are:

1) Is it possible to have VMS not re-encode the original 17Mbps footage?

2) If I have to re-encode, should I really go for 20Mbps, or 16Mpbs is good already?

3) New AVCHD cameras have 24Mbps, so will they be "downgraded" to 16Mbps/20Mbps by Vegas?

On the other hand DVDA has an option to re-encode to MP4 (i.e. AVCHD) with an option "fit to disk". While making a Blu-Ray from HDV files, I chose this option in DVDA and it ended up with some un-even number above 23Mbps.

This flow seems a little weird to me - the bit-rate options are very restricted in Vegas, but are flexible in DVDA.

You can type in other values.
