Vegas capturing or any kind of Vegas DV-AVI rendering creates an AVI 2.0 or - if the specified option for OpenDML compatible file is unchecked - an AVI 1.0 file. But in any case - whether it's AVI 1.0 or AVI 2.0 - it's of Type 2.

Is there any way inside Vegas to force Vegas creating an AVI Type 1?
