to make your clips run as smooth as possible in Vegas, make your project setting match the source file. this means VV has to do as little 'work' as possible to give you the preview window.

for example, if your source avi is 200x150 and your vegas project is NTSC DV (720x480) then Vegas has to blow up the video to display it. so match your project resolution to the original file, along with frame rate, field order etc...

what codec is the original avi encoded with? some highly compressed formats are not very 'editable'. and will have a bad frame-rate no matter what.
