You could start with:

Right click the image
Choose Properties
Turn on "Reduce Interlace Flicker"

It's not only thin lines that causes this problem. Knife sharp contrasts does as well. Try making a still in PS or PSP with white background and some black text or boxes. Make sure the black edges does not blend into the white but stay sharp. Bring into Vegas and watch on a TV monitor. It should "twinkle" as you say.

A little Gaussian blur never hurt anyone.
