Backrounds and PIP

I am working with a lot of still photos in my videos right now. Since some of the shots do not always fill the entire screen, it would be great if I could lay a stationary or moving backround behing the actual still photo without it affecting the actual still photo. It seems as though overlays are no problem [ laying what should be the backround over the photo on another track] but I cant seem to figure out how to place a backround behind or beneath a picture without it affecting the actual photo. Is ther a way to do this, Also is there a way using stills [ or video for that matter] to do picture in picture effects. That would be way cool.

You can have any background you want, without affecting the picture. Just be sure the picture is on the top track

This technique might be used for any slideshow or series of stills. The desciption is for stills that do fill the frame, so you will adjust individually those that don't.

When you've finished your stills, and done all the panning, zooming and whatnot, copy the track. Using track motion, reduce the size of the lower track so the images get a 10-30% border around them.

The upper track you may increase slightly. Then add effects (grain, B&W, blur, radiance comes to mind). Reduce the gain/levels to taste, so that the border becomes really dark, with just a hint of the "real" images' features and movements going on. If you have footage on timelines even further below, you may use a solid colour overlay instead of reducing levels. Otherwise, the lower tracks will shine through.

Great, can I do picture in picture with vegas, stills or video, I thought it would be neat to do some things like having 4 pictures each starting at center screen and then moving out to the four cornersone at a time to make a final shot or frame of 4 equal or not equally sized pictures on the screen, I think it would also be cool to to layer or set four pictures at center screen and have them explode to the four corners of the screen, Is this doable?
